Stuyvesant Alumni, students, faculty/staff and friends are invited to attend our Stuy Alumni in Public Service Panel, to be held on Tuesday, April 21 at 5:30PM at Stuyvesant High School.
Composed of Stuyvesant alums, this panel offers a meaningful opportunity for Stuyvesant alumni working across the public interest ecosystem to connect and exchange perspectives on the role of public service in addressing complex, real-world challenges. It will also give current Stuy students a clear view into how rigorous thinking, professional expertise, and principled leadership can be applied in service of the public good — and how careers in the public sector offer high-impact pathways for talented individuals.

Panelist Bios
Joshua Breitbart ’93 is a public sector technology and infrastructure leader serving as Senior Vice President of the ConnectALL initiative at Empire State Development, where he oversees New York’s statewide broadband expansion and digital equity strategy, including more than $1 billion in public investments. With over two decades of experience bridging government, nonprofit, and civic tech sectors, he has led major efforts to close the digital divide, including developing New York City’s first comprehensive broadband strategy and advancing national models for accessible, affordable internet.
Luke Bassis ’96 is a public sector leader serving as Chief Procurement and Contracting Officer at the Port Authority of New York and New Jersey, where he oversees procurement strategy, compliance, and contracting across one of the nation’s largest transportation and infrastructure agencies. Over a career spanning almost two decades in public service, he has played a key role in delivering major regional projects—from airport redevelopment to rail investments—while advancing innovation, sustainability, and opportunities for small businesses. A lawyer and MBA by training, Luke has also contributed to national procurement policy through his work with the federal GSA Acquisition Policy Advisory Committee, and remains committed to mentoring and inspiring the next generation to pursue careers in public service.
Jeanette Moy ’98 serves as Commissioner of the New York State Office of General Services (OGS) and member of the Governor’s cabinet, leading essential statewide operations across procurement, facilities, and public infrastructure.
Bringing over two decades of executive leadership in the public, nonprofit, and civic sectors, Commissioner Moy is spearheading the strategic modernization of state government. Her work is driven by a commitment to operational efficiency, data-driven management, and sustainability, fundamentally transforming how New York delivers services, manages its assets, and advances its critical climate goals.
Erik Paulino ’89 is a longtime public servant and community advocate serving as Senior Advisor for Intergovernmental and Legislative Affairs at the New York City Department of Social Services. Over a career spanning government and nonprofit leadership, he has held senior roles across city agencies and advocacy organizations, focusing on improving services for underserved communities, advancing immigrant and social policy, and expanding access to education and opportunity, while also founding initiatives that support Latino students nationwide.
Bart M. Schwartz ’64 is the Co-Founder and Chairman of Guidepost Solutions and a nationally recognized expert in investigations, compliance, and corporate integrity. A former Chief of the Criminal Division of the U.S. Attorney’s Office for the Southern District of New York, he has spent more than three decades advising governments, corporations, and nonprofits on complex legal and ethical matters, including serving as federal monitor of the New York City Housing Authority and leading high-profile oversight and reform efforts.
Moderator Sara Mogulescu ’94 is President of the Volcker Alliance, where she leads national efforts to strengthen public service, improve government effectiveness, and prepare the next generation of civic leaders. Since joining the Alliance in 2018 and becoming president in 2022, she has significantly expanded its reach and impact, launching major initiatives such as the Next Generation Service Corps, Transformers in the Public Sector, Service to Service, the Constructive Dialogue Curriculum Initiative, and the Accountability and Reform Research Consortium. A nationally recognized expert in program design, nonprofit strategy, and public service education, Sara has built a career defined by partnering across government, philanthropy, academia, and community organizations to drive meaningful, systems-level change. A graduate of Stuyvesant High School, she holds a B.A. from Wesleyan University and a J.D. from NYU School of Law.
